The city council shall, by duly adopted resolution, adopt regulations, or authorize the city manager to promulgate regulations, intended to implement the requirements of this chapter in accordance with all applicable provisions of the city charter, this chapter, the CUA, the MMP, the AUMA, and other applicable law. The city council shall review this chapter and any regulations adopted or promulgated pursuant to this section from time to time as necessary to ensure effective implementation of this chapter and protection of the public health, safety and welfare.
