No cannabis dispensary, commercial cannabis activity or cannabis delivery operation (other than commercial cannabis activity or cannabis dispensary or delivery operations that qualify for one or more of the exceptions specified in Section 10.15.040(B) through (D)), or cannabis cultivation, however described by the applicant, will be eligible for or be issued any license, permit, or other authorization, notice or other entitlement to operate in the city, or have any such entitlement renewed, including, but not limited to, any business license or home occupation permit, and any such application shall be denied citing this section.
