Enforcement of an NOV or penalty shall be stayed during the pendency of an appeal therefrom which is properly and timely filed, unless the city obtains an order from a court of competent jurisdiction requiring or authorizing the abatement of the condition that is the subject of the city’s enforcement efforts.
