An enforcement officer shall have the authority to gain compliance with this code, including the power to issue a notice of violation ("NOV") as described in Section 1.14.020, the power to inspect public and private property, the power to record a notice of violation against any property related to the violation, and the power to carry out the provisions of an abatement order.
