There shall be no minimum parking requirements for any use, notwithstanding the minimum parking requirements established in Sections 6.10.010, after the City Council has adopted a policy targeting a parking availability of 15% for on-street parking spaces on each block face and parking is managed to achieve this supply goal through the use of permits, time-limits, pricing, or a combination thereof.
